The owner of the collection decided to sell his collection. After the sale, the new owner stated that it is a copy. The order was discussed in many forums and there were different opinions on the identity of this order. On April 16, 1934, by a resolution of the Central Executive Committee of the USSR , the title of Hero of the Soviet Union was established as amended: To establish the highest degree of distinction – attribution for personal or collective services to the state related to the achievement of a heroic feat, the title of Hero of the Soviet Union. No insignia were provided, only a letter from the Central Executive Committee of the USSR was issued. The Order of Lenin was awarded to all eleven pilots – the first Heroes of the Soviet Union. The practice of awarding was enshrined by the Decree of the CEC in the Regulation on the title of Hero of the Soviet Union on July 29, 1936. In this edition, citizens awarded the title, in addition to diplomas, also relied on the Order of Lenin. By a decree of the Presidium of the Supreme Soviet of the USSR of August 1, 1939, a special distinctive sign was introduced for the Heroes of the Soviet Union – the medal Hero of the Soviet Union. Another decree of October 16, 1939 approved the appearance of the medal, which was called the “Golden Star”. In contrast to the original Regulation, it was now possible to repeatedly award the Golden Star. Twice the Hero of the Soviet Union was given the second Golden Star medal and a bronze bust was built in his homeland. Three times the Hero of the Soviet Union was awarded the third Golden Star medal , and his bronze bust should be installed at Palace of Soviets in Moscow. The issuance of orders of Lenin when awarding the second and third medals was not provided.
