USSR Soviet Union Foreign Nationals Specialists Number License Plate 1981 Series. This is a genuine USSR (Soviet Union) number license plate, from the 1981 series, featuring the “H” prefix. Plates with this prefix were specifically issued to foreign specialists, foreign nationals, and hire vehicles used by foreigners within the Soviet Union. These vehicles were typically associated with embassies, international organisations, state-approved foreign experts, and official hire services, and were never issued to standard private Soviet vehicles. As a result, “H” prefix plates were produced in far smaller numbers and are considerably harder to find than regular USSR civilian plates.
